I think it could be an algo which forces a dip through selling lots at Bid price (forcing price down). It's likely doing this during periods of liquidity (when their aren't as many people trading so it doesn't have to sell very much to make price drop a lot).
Then, at a certain point, it stops doing this, and starts buying, and other buyers (likely including other algos) join in buying at Ask/Offer price, driving price back up.
Over and over again.

that's makes complete sense to use them at a time like that, you always want low liquidity, which causes higher volatility - you can move the price more, with relatively lower amounts of volume in your trades.
