You realize that the reason religions heavily emphasize rules is because every single religion on earth was once a cult. Not even tipping my fedora here, this is historical fact. Buddhism, Islam, Christianity, Hinduism, all of them started by a single cult leader and used their followers for sex, money, and as personal slaves.

The original cult leader naturally wanted totalitarian control over their followers, hence the emphasis on obeying orders, always telling the truth, etc.
