Yes but being on top means always being at war. There are thousands of individuals motivated far beyond money or reason who will do anything to destroy those resting at the top. These people also have access to government, money, assets and technology. All it takes is one slip up to destroy the reigning oligarchy. Being on top is always a losing end game because every move to solidify their despotism will be met with countless counter moves by powerful dissenters who are nothing more than shadows in the background.
