It seems to me that you are confusing the hype / volume build with the actual pump.
Pumps only work if people are interested in buying your coin, the way to make this happen is after you have brought a heap start increasing the price and volume to attack buyers. Catch is you don't want the price rising too fast as others will sell into the low number of buy orders so you hold the price down with a sell wall. Over a couple of days you use buy and sell walls to control the spread while slowly increasing the price drawing more interest. Now you drop the sell wall and start offloading bit by bit as the price climbs.

You need to remember these people are buying and selling volumes that move the market, they can't buy all at once or sell all at once without paying more and getting less so they do it slowly.

What we are seeing right now with ARK is a whale going "I want ARK but I don't want to drive the price up yet". So they are buying several BTC worth (eg. every sell from 25k to 37k) then quickly selling a little at 25k so people don't think it's mooning and buy in dricing the price up before he's finished buying as many as he wants.
You will see this happen several times over the coming weeks / months, then you will see the buy and sell walls rising then you will see the sell wall vanish, that will be the time to sell or very close to it.

You need to keep in mind just how much BTC real whales have, many mined in the first year I brought at ~$1. When a coins market cap is $30m and you have $10m there is no risk of you not being able to drive the price up when you decide it's time.
