Doesn't matter how many devs you have, you don't just kickstarter/raise ICO funds and build a microprocessor in your garage, this isn't Apple in 1979 anymore. You need a factory, billions in R&D, years of planning and research, thousands of employees, he is bullshitting you if you actually believe he will do this.
Meanwhile the XRB dev actually DOES work for a chipset company and there is a good chance his company knows what he is doing on his freetime, if anyone has a better chance to actually produce a chip it would be him (even though no hardware plans have been discussed, just using as an example)
