It's allowed by largely prevented which is why arbitrage isn't happening between exchanges so much (the difference in price you see between the same coins)

Careful, some exchanges (i.e. coinfloor) mention in their T&C's that you are only allowed to deposit from / withdraw to privately owned wallets. Your accounts might get frozen if you send between exchanges.
