Dunno, I advise using a credit card or bank transaction and downloading The Offcial Etherum Wallet program. Then make an account and backup your password and private keys. So your money is safe, online wallets block you from accessing and get hacked regulary.

Then buy some BTC or find some other site to buy ETH with real cash. Then just wait.

I sorta have the same problem as you, anon. I've been looking for an exchange to buy all day.
Coinbase is apparrently shit, so is Kraken. Poloniex is a bit better but dont use fiat at all, only BTC and some others and it was also hacked in 2014.
Gemini seemed really good, but it's not available in my country sadly
