The Dodd-Frank act was implemented in an attempt to curtail the egregious amount of risk banks greedily created in the hope for making more money, especially at the expense of their own clientele (the people taking out mortgages, business loans, etc.). It eliminated (or tried to limit, anyway) the conflicts of interest in banking by placing firm, stricter rules on how banks should operate and eliminated CDOs/CDSs. It was also supposed to monitor the accounting of these banks and the actions that they take with regard to how people spend money.
To answer your question, a paltry yes. But there's much, much more to it.
