Index funds are only stable in the long run (i.e. not for year-on-year living) and typically return more like 5% than 7-10%. You are also taxed for your profit. It would still be livable, but not in good conditions. You'd have to go out of your way to find cheap-to-live areas if you want a house and a car or whatever. Otherwise then you would not want to live off of the 1m alone. 1m to-spend and 1m to-save is generally sufficient, though.

Generally, you want to stay away from cities. Small villages and rural areas in general are good in most countries (not all). Basically, even within countries, regions don't necessarily work the same way (especially in the states). There are no perfect options but there are acceptable ones.

Well, I hadn't set up an online account yet when I did it so the transactions sat around for a while before I was able to access them and complete verification, but I'm pretty sure it charged me instantly so I could verify within minutes.
Cards are infinitely faster for just getting started, but if you're trying to be a high roller and deposit large amounts at once you'll have to connect your bank account to it, and that might take longer idk.
