Firstly, no It's never too late, it all depends on how much effort you put into research, trading, how much you learn from your mistakes.
I never been scammed directly by site myself, but what people mean is that during a crash, you will most likely not be able to cash out to fiat is that's what you want since websites like coinbase etc usually go slow at that time - this is what people count as scam.

As for shitty coins, it' up to you to decide, personally I would invest in some if you want just to see if it's worth it in the future, being patient is most important thing in crypto.
