Yes it is and yes it has...
The idea behind is to develop a kind of online storage. But not as GDrive, OneDrive, rapid share or other one Click hoster.
They want to do it decentralized and anonymous! And best: users can participate at their economic.
It's still not perfect but the team is enthusiastic, young and hungry. It's defenetive undervalued and will rise higher as it was before the correction. Good chance to double or tribble your money and maybe a bit more.

Yes, that's probably a good reason... People with longterm intentions would not thrust that long a single exchange since Mt. Gox, Cryptsy or Bitcoinica cases have been happened. Therefore no easy to buy in and take out large amounts.

Also, 400 is almost the lowest price scale which I would expect, as we've been already several times in this area...
