Changelly for usd, other places that offer waves are shapeshift, bittrex and tidex. You can download the waves liteclient wallet, and buy it there too. It is expensive off the client though to buy with cash. I recommend downloading the liteclient if you plan on getting waves though.

Good way is to check the coin's social media. See if it is active and if they have active projects. I also check the community on bitcointalk.

To answer your second question; it depends how many of than coin there are. It could only be worth 1 cent per coin but there are 1 billion of them. Another coin could be 1 dollar and there are only 1 thousand.

You could buy the 1 dollar coin and own 1/1000 of the entire altcoin value. Or you spend 1 dollar on the penny altcoin and only one 100 millionth of the company.

It is a misconception and never smart to just buy the cheap one. You have to understand the basics or you will be playing yourself.

I was thinking about buying some back when it was like $0.20 just because the fundamentals seemed so good... and now it's at $2.60. Kicking myself a bit, but is it still a good buy if I plan to hold it for a few years? I'm not trying to get rich quick.
