Total supply is close to 100B. Circulating supply is "just" 38B. The article says they're locking up over 60B.

So they're locking just part of the supply they're not supposed to be circulating anyway. Which mean there's still a supply of at least 38B, which is a huge fucking lot.

On the other hand, these news imply the ripple labs itself is intentionally trying pump, which is a buy signal in my book. Unless they're just trying to create support to dump at this price.
