That's just code for "we're totally going to sell the shit out of our premine when we feel like it." It doesn't particularly matter because they simultaneously don't want to dump their shit down to worthless, but letting the price rise still makes them money. The only thing special is that they basically said "we're in a position to combat deflation should XRP become more valuable to hold than to use to transfer." It means at some point big players don't have to worry about denominations an IOU in ripple and then having the burden of debt rapidly increase.
It's important down the line, but not particularly critical at the moment.

Most of the coins are held by the devs.
There is a tiny fraction being bought and sold giving a wildly inflated market cap.
Smith and crown index and other respected indexes do not even include ripple as a cryptocurrency.
Coinmarketcap will accept any bag of dogshit.

So many people in this thread have no real idea about what Devs actually have said or have planned...
They are already with a shit ton of Banks and now they are heavily leaning towards a lock up, meaning it doesn't matter how many coins the devs hold. Also they said they want the price to remain somewhat stable BUT also want to encourage it's growth and would never attempt to suppress it's value. They just don't want it going from 100 to 0 back up to 100 all in one day. That's literally it.
Not buying this coin back when it was less than a penny a piece was dumb to do, not buying it now when it's guaranteed to hit a dollar is less dumb, but still fucking dumb. Don't Make bad decisions
