Which is best?
I have a reference site. It is not strictly dedicated to making money, but I do want to monetize it.
I'm also planning on having exclusive content for paying subscribers. But of course, I want to have ads as a fallback.

Depends on the look of your website.
If you want the ads to go with the look a bit more, I wouldn't use Adsense. imo they make the website look a bit cheaply made. At least the only Adsense I have seen is from blogs usually.
Also doesn't Adsense require a clickthrough to get paid?

I thought the same thing about AdSense looking cheap.
But I noticed that even the New York Times is using it. Granted, they have the "image ad" version (pic related).
My plan is directly contacting the advertisers, but I'm not sure how realistic this is.

Tbh Adsense will be there the easiest move to get some quick monetization
You've to A/B/C test them for a proper period. so after 3 month you're able to decide which way you're gonna run.
traffic and content/service isn't something general to ask about it in general like you did.
