Blockchains runs on nodes you fucking nigger. Anybody can run nodes. You can't stop all nodes from existing because they are independent and global, therefore it's decentralized.
No such thing as blockchain owners. The blockckain keeps records, nobody owns it.

Not all blockchains are decentralized, it's true. For example ETH is centralized and in a bubble, but that's a whole different topic.
