It all depends on your power cost, below 10c/kwh is excellent, 10-12c is "ok", if you pay more mining might not be profitable for you in the long run.

I don't know what's your budget, but if your power is very cheap consider buying used radeons, 7950/7970/280/280x/290 can be found very cheap on used market, and they should roi very quickly mining ZEC, those cards however are not too great at mining ETH. These cards are also loud and generate a lot of heat, since they are used they have no warranty and could have been used for mining already, potentially risky could break at any time.
If power is a large concern, you'd have to pay more upfront for newer RX 470/480/570/580 cards, they will consume less power in the long run, and are MUCH better at eth mining, ZEC hashrate is similiar to older radeons, but will use much less power at same hashrate, undervolted can be extremely quiet, no problem to sleep in the same room.

If he starts right now he can still make his money back and then sell the cards/switch to a different coin. Metropolis still needs to be tested and we're not scheduled to hit POS for at least 3 months, potentially 6. That's a lot of time to mine.
