Find out how to legally start up a company for starters, and what kind of taxes and regulations you will have to comply with.
Then, find a location and employees and get going.

I would say if OP has 27,000 that's more than enough to spend 2G in ETH. And see which avenue makes him more money in the least amount of time. Op, if you're a nocoiner, buy ETH with some of that zord

take a shit idea, fundraise the hell out of it. then sell most of it at the top .retaining 10% rinse and repeat till you are satisfied with how much money you have and you want to be able to start and properly fund your true company.

Read about your customer and the industry.
If it's a B2B idea understand how your potential customers make decisions, look at the industry, look at ways your idea could provide value and what kind of extended services you need to offer to sweeten the deal for them.
if it's consumer then start researching their lifestyle, start reading personal blogs from that demographic, look up on Google Scholar any marketing research about how they make their purchase decisions...
Once you know the market is there, and that it's accessible: then look into costings, phoning potential suppliers, doing estimates etc.
