Reach markets which pajeets can't reach. For example, contact your local ad agencies (if you do web dev) ask them for meeting, do some small projects for them, if you're good get on a retainer (e.g. 20h / week).

Definitely, I worked for a mid-size ad agency and they had several freelancers who worked for them for 5+ years because they provided solid work and were trustworthy. The great thing about retainers is that you get a constant income stream, e.g. 2 days/week @ $70 = $4500 without having to do any further sales and marketing.

You'll have to experiment a bit but the following things could work:

> call them and ask where you should send your mail regarding a meeting
> send mail
> follow up via phone
> don't try to sell your service as a whole, just try to sell a short meeting

There are tons of books / blog posts on cold selling and prospecting which can help you.

If you do web dev advanced HTML and JS are a must. Otherwise it depends on the frameworks and languages your customers are using, PHP is used a lot (Wordpress, Typo3, Joomla). E-Commerce pays big bucks (Magento) but requires more experience. If you approach bigger agencies they are looking for more specialists if you approach smaller ones they are looking for full-stack devs.

A good idea is to take a list of your local ad agencies and look at their sites (portfolio and job ads) to see which technologies they are using.

These guys seem to be a pretty good resource for SaaS(software as a service) companies. I chickened out because it requires actual work, but the theory behind it seems to be asking what your customers want then building an idea around that. Since it's rather rare to cold call and have an open discussion with someone in another industry about what you can do for them, it's theoretically a smart move for carving out a niche.
If you just go for generic jobs, you're never going to beat pajeet because pajeet is far more attractive to hire than you. If you go for a specialized job and make specialized programs, then you're setting up a whole different level of value and what you can provide. And if you fail, then you can at least parlay that into some corporate ass kissing position where you act like you can make someone money but really you're probably the worst coder on the floor.
