Depends on your miners fee. Where did you send it from? What is your transaction ID? It could take between 10 minutes and forever depending on the fee.

If you sent it with a low fee you can use an accelerator like viabtc.com and they will prioritise your transfer for free.

Poloniex will accept the transfer before it is fully confirmed I think.

Just hold on to the ETH until your APR increases. Pay it down as much as you can then sell as much eth as it takes to cover the rest.
