Turbotax is telling me that leaving line 61 blank still incurs the penalty for no health insurance even though you aren't indicating either way. However I read all over the internet of people filling leaving it blank and not paying a penalty. Has turbotax lost their shit? And if so is there a efile service that hasn't? Or do I go and manually file at this point?
TurboTax has it wrong, try H&R Block free efile. I can't guarantee that it'll do it right as the online software is different than what we have in the office but what we use in the office leaves off the penalty if you leave it blank.

So I filed this exemption the last 3 years:

Boom, no penalty. They will never check. In fact I think Trump even signed an executive order that they cannot enforce the penalty.

When you select no health coverage the next question on TT should be "did you not have health insurance because it would cause an undue burden for you" then you just check yes.
If this option does not come up call TT customer support. It's a one item exemption on your taxes. Very simple.
