A lot of areas in New York outside of the "Core" city were Majority-Minority (and significantly poorer than, say, Manhattan) before the middle of the 20th century when the most built out parts of the city started to crawl further North and East. Then, rent control, property tax breaks, and mandated mixed-income housing ensured that those areas wouldn't gentrify as quickly as some other parts of the city.
Whatever /pol/ might tell you, it's really not a bad thing to have a mix of backgrounds and classes in a city. Someone's still got to mop the floors.

To prevent ghettoization. Poor people mixed with rich are much less likely to form and utilize the crime networks which thrive in the slums.
At least that's the goal. The results can be mixed but it all depends on implementation.
