look tutoials on youtube (theres a tutorial for everything)
bonus if you know basic html/css/php

find a hoster/buy domain for 15€

look at alibaba or other local wholesale companies for stuff you want to buy and resell

spend a few bucks on google ads and facebook ads
+social media marketing/post memes related to your shop

lots of work to set it all up, but once its done its easy going
