for me (UK) I started off with a 100 quid limit on purchases via card per week. After several weeks of buying BTC and hitting the limit they raised my buy to 500 pounds.

To deposit/withdraw you would need to do that on the exchange itself. That API key is nothing but linking your exchange to coinigy.
