Legal: Local Government is now very aware of the free money that comes from blaring advertising into their citizen's eyes, don't be surprised if there's some obscure local law you're violating or if you need a permit, because petty local officials like money.

yeah I'm pretty much wondering about random city laws. There's those sign spinner guys that you see at intersections. Could one of those guys just go in the middle of the finance district at a big city and sign spin while foot traffic goes by? You never see it, leading me to wonder if there's specific laws against it

Unless it's the footpath, those plazas are private property.
Those sign spinner guys may be doing it illicitly, but you'd have to be an OCD cunt of a policeman to tell them to get lost. Those guys are not blocking the footpath, and aren't hurting anybody.

That's legal in my county I just have to be walking places. I can't just specifically hog up the sidewalk in front of one business. What you are looking for is your cities local ordnance on solicitation.
Your going to run into things like needing permits but, in my city a permit is only required if I intend to go into houses or am actually physically selling things or handing out coupons. I can hand out fliers just not if they have a coupon on them.
My city which is a bum fuck shithole small town of few even posts its local ordnances online so yours probably does too. Make sure you specifically find the part where it says you do or do not need a license or permit for that. You might have to comprehend and analyze it for a few minutes before you can make sense of it.
However, many local ordances "most I believe" do not allow you to do things like yell while advertising or marketing on streets. Make sure you don't inadvertently engage in aggressive solicitation. Which is threats or aggressive behavior but, I know sometimes people get carried away.
I wouldn't want you just following one person thinking its funny and they find it threatening.

Permits for door to door sales are literally only like 20 bucks.
Going through a mall, just do it conservatively every now and again. If the owner says anything to you just present them with a valid reason why your doing it.
"sorry I just think that its healthy for people to engage in industrial behavior and free speech. I know this is your property but it is public and part of our community. If everyone acted like I am now do you think that peoples lives would maybe be slightly better off in the community"
Or ask them beforehand and say you are just going to do a run through every once and a while. Maybe say you'll make a donation to a childs charity or something
