I recently applied for a position and the CEO sent a personalized email to me letting me know about the hiring timeline since interviews won't start for 2 weeks. Is this a good sign?

How big is the company? If you're applying for a job at JP Morgan then yes. If you're applying for a job at a company with ~100 employees then I wouldn't read too much into it.
