Unless we're talking about surface oil sands (which are a bitch to extract) you can't tell. Subterranean deposits are invisible from above ground. These days exploration is done with satellites, seismic patterns, exploratory drilling - it's not exactly cheap.
Also beware, regardless of who owns the land, natural resources below ground usually belong to the government who liscense mining to companies.
