To be fair, the Chinese influence on BTC is declining.

The PBoC removed the fake volume, bringing to light the fact that the Chinese don't actually own 95% of bitcoin.

Therefore, any news coming from the PBoC regarding bitcoin is going to have less of an effect.
Proportionally at least.
