What is there to stop me getting a bunch of pay day loans, maxing out some credit cards and skipping the country?
There are tonnes of payday loan companies offering up to $10,000 with very minimal background checks/credit history checks. The interest of course is crazy... but doesn't really matter if you have no intention of paying it back.
Can someone explain what I'm not seeing? Why don't more people do this?

How is it fraud if you're completely honest on your applications - they don't ask for background or credit checks, so you're not lying/making a fraudulent application at all?
