German wages are actually quite high and some of the highest in the world, trailing only slightly behind the US.
Most German exports are also highly sophisticated goods, like luxury cars. So they are hardly winning by simply producing cheap.
The Mark would be far more expensive than the Euro, so yes, using a depreciated version of your currency by roping some idiot Greeks into a scam is equivalent to devaluing your currency.

The benefit of having so many shitty countries in the Eurozone is that it allows Germany all the benefits of a weaker currency while still being an economic powerhouse.
The system won't last forever, and you're seeing the first cracks now with Brexit and the rise of right-wing politicians throughout many other European countries.
Trump and his team aren't idiots. Germany and China are both currency manipulators, and Trump is attempting to talk down the value of the US dollar to benefit the US. Fed will hold off on their 3 rate-hike-in-2017 projection if Trump keeps creating global uncertainty. You've already seen the dollar come off it's highs.
