Pretty much. Check in at your county/city police department and ask if there are any old fleet vehicles for sale or upcoming auctions in the area. That's how I got my first car. It was a 2008 with just about 100k miles flat and I only paid $2,500. Ran without a hiccup for 2 years until I decided it was time to upgrade

Assuming you're living in a decent town/city in the US - that's actually a decent money for only 23 years old.
Be smart with your money and you'll go places... I'm 32 and making less than 40k and in retrospective when I look back at what I could've done differently - I get upset at myself for not doing the smart thing.
