Hello /biz/ its my first time here. I am an EU student currently studying CompSci in one of the UK universities. I have 300 pounds to spare every month after taking all expenses into account. My question is how can I use this money on investments? Am I allowed to create an ISA here and purchase stocks?

If you have a UK address you should be able to create an ISA. To be honest though with your income you don't really need to at this point, and would probably be better off just getting a standard stocks and shared account. They have lower fees and you're not going to benefit from the tax advantages of an ISA.

I'd just buy some index tracker funds through a brokerage site. Hl.co.uk is quite cheap and has a lot of choice. I have done a mix of index funds and other individual picks.

Some ISA accounts just charge 0.2% or whatever of the account value

You must be:

16 or over for a cash ISA
18 or over for a stocks and shares or innovative finance ISA
resident in the UK

I'd suggest looking at fee differences and seeing what works for you. There is a £5000 tax free allowance on dividends and £11000 per year allowance on capital gains. OP has no chance of this impacting him whilst in the UK, unless s/he plans on staying in post-Brexit Britain.
