How do I get a job in the federal government as a civilian, /biz/?
State Department is a pain and is definitely cucked with our current administration. FBI and CIA might be cool, but the application process is almost a yearlong and I'd have a better chance as a government employee.
Background: 3+ years experience in corporate intelligence/criminal background research + intermediate Mandarin knowledge
CIA cums to you m8. Go work for the TSA or something.

without divulging too much information, their application process is online and I knew a guy (totally unqualified with 0 ambition) to at least get a phone call with some follow up questions.

Literally <30 seconds of googling. And it was the first hit: https://www.usajobs.gov/
Go for it, but I got to ask, if you can't google something this simple, why would they hire you?

Oh sorry, I forgot. Try FedJobs4EdgeLords.gov.
you apply to as many jobs and take as many tests as you possibly can and wait, once you're in you keep applying and taking tests to get something better.
btw if you were thinking about foreign service officer be aware that its about as competitive as they come, without an advanced degree, fluency in multiple in demand languages like mandarin or arabic, and decades of work experience don't even bother applying.
In USA you have to join the tard patrol if you don't have family/connections.
Do your four years and force the tax payer to suck your defined benefit cock
