Tokugawa Ieyasu described controlling Daimyo as unhooding a hawk then luring it back with meat so you can rehood it. That is how you control people, you control their means of action. That is why you give a homeless person a beefburger and socks instead of money or why you let a friend sleep in the garage and only let him inside to play smash brothers.
