Do we even get GPA's in England?
If so, I'm pretty sure a 2.1 is a bottom of the barrel grade...
If I were in your position I'd look to learning a trade, because to be honest its the only option you have left.
Unless you go full on Bernie Sanders and become an actual politician, using what... adequate knowledge you picked up from your degree.

find a job there. maybe you find an NGO job. also there are political parties and their foundations and think tanks. some of them offer trainee programs (in case they don't want to hire you directly).
you can also ask some of your former professors whether they can give you a hint. don't be too shy to ask.
also stay in (or refresh) contact with your fellow students. some will have found a job. it could be they tell you the company's hiring.
