You can make mockups that don't function. So you can save time. Basically, get to work: stop worrying about the chicken and the egg

It is a big world and web development industry is a bit of a mess as well as over saturated. Having a start up digital agency/web dev company is becoming increasingly hard and unless you can spring one or two big clients who will have long term or will commit to rolling contracts it will be hard to get off the ground.
