Even the merest attempt to build a proper economy that is not based on extraction in many of these places will create some strong growth, though inequality will intensify if anything. The solution is already happening. As African countries open their markets and economies to foreign investment, slowly, like snails pace they will get "richer".

That's the best we can get realistically. Quite simply there is no political will among the wealthy countries to offer debt relief while also forcing governments to be transparent and obey rule of law.

It's compounded by history showing us that if you topple a dictator one of two things happen;
1. another dictator takes the same power structure and is just as corrupt as before
or:
2. factionalism and the disintegration of a state like in Libya, Syria, the DPR Congo
