Because there is an impression among the majority of the voting population that if it were legal the "average joe investor" would be unable to compete and that if made illegal then dealing in smoke-filled backrooms will simply cease because it is illegal.

It's to provide investors with confidence that investing in corporations isn't a rigged process by which insiders will use their superior knowledge to benefit themselves. It's to encourage investment.
Aside from that, insider trading laws have a very weak basis for existing.
It's actually a good question. Many countries don't have insider trading laws and one of the perks of being an insider is your ability to buy and sell equity before others know what is going to happen with a company.

You want in on the privite memorandom. The pre ipo. The company looks for private investors and sells a round shares at a premium. Then they go public and sell us plebians stocks at several times that while the private guys laugh and watch the rollercoaster. Most will leave in for a few years till the conpany is stable and the board will then slowly trickle more shares to us faggots while talking about their yachts and keeping the price steady.

There's a good reason for that.
Some of these companies go belly up long before they ever get to the IPO stage. When that happens, the tens or hundreds of thousands those rich people invested disappear.
It's hardly risk-free, and those people can take large hits, while you can't.
