Gold Currency Board Authorization Act - Authorizes the creation of the Gold Currency Board of the United States for the purpose of issuing notes and coinage in a gold currency denomination fully back by gold specie reserves. Establishes the board as a public-private corporation incorporated under the laws of Switzerland, and a resident thereof. Establishes the Board as having five directors, of which three directors will be appointed by the Bank for International Settlements in Basel and two directors shall be citizens of the United States appointed by the U.S. Treasury. Establishes original venue for breach of fiduciary duty to be Switzerland. Mandates denominations of gold representative currency shall be minted by any entity contracted by the Board residing outside of the United States. Establishes that such notes are subject to conversion to gold on bearer demand and that the values of gold weight to currency are to be determined by the Board. Requires that such Board: (1) may not charge a commission for exchanges; (2) must hold reserves in gold specie equivalent to 100% of issued liabilities and\or hedge by specie denominated securities; (3) may not purchase any securities issued by the United States government or any political sub-division thereof. This Board shall publish a quarterly statement of holdings and balances to be made publicly available. Amends the Internal Revenue Code to provide for tax-exempt treatment of exchanges made by the Board. Establishes that such Board may only be dissolved by an Act of Congress or, if the Board unanimously votes to dissolve with the consent the President of the United States.
