Are there laws to stop people from taking a pic off a child, giving a short story of how amazing she is, but that cancer is crippling her, and asking for donations? Of course this would be unethical, but what is there to stop this?

Yes i understand, that's not the point of this thread.
I'm not asking how to defraud the people.
But given that the site is based on donations, doesn't this leave a massive grey area in terms of ethical and legal practice?
For example, lets say someone wanted to start up a company, with the intent of drug research. Alright, so people donate.
They then ''hire'' a bunch of college chums, and we spend the days neeting whilst reading Wikipedia articles on pharmaceuticals. eventually the money dries up. they call the quits. and that's the end of it.
Given the nature of the site, and that all money exchanged are donations (peronal gifts) doesn't this allow for a lot of word trickery that wouldn't at all be lying, but still not be in the best interest of the "customer"?
