With 2M you could look into some money market instruments like Bankers acceptances and commercial paper. Maybe preferred shares that pay dividends.
I wouldn't consider property a safe bet. A lot needs to go into it (professional management or you waste a lot of your own time managing properties). Shit breaks and costs arise. Also tenants can screw you over by refusing to pay rent for 3m etc
