Personally, I'd live in a high rise but only if I was a richfag who never had to work another day in his life. So maybe at 10M+ net worth for NYC, 5M+ for Chicago.

There's really no difference, but in my limited opinion the issues tend to be a lot more annoying if you're leaving cheap.
Nice, expensive, well-made high-rise condos/apartments basically feel like a single-level house. You really don't notice the other people.
Cheap high-rises make you feel like you're living in some sort of Judge Dredd nightmare.

High quality apartments in a good location are worth every cent in my experience, but my utility function may differ from others.
