The point is to stop the next bubble. Stopping the next "bubble burst" isn't possible because the point of a bubble is that it will always blow up.

The solution most economists agree on is restricting the market through interest rate manipulation and monetary policy.

In my opinion, though, regulation will never be able to stop the boom and bust cycle. It may help smooth it out to some degree, but busts will always happen due to confidence in the market and competing ideas
