There is a company in Europe called Eismann/Family Frost which basically is and was ice-cream truck with frozen groceries, such as corn of fish.

BECAUSE IT WOULD GET FUCKING ROBBED. I work in that industry myself, and there's a fucking reason the vans all have 'no cash carried by driver' under the windows. Because people would rob them.

Otherwise, you'd have to buy a box van with a refrigeration unit, and then get licensed to go door to door selling shit. It'd have to be a NEW van, because those things are custom built and any used ones will have been trashed by years of operation in urban environments.
Then you'd need somewhere to load the van, and keep cold shit cold. So you'd need a chiller and a freezer, and secure parking for it. How would your order be picked? You'd need people to do that, too.
And suddenly you're competing with everyone else WITHOUT an economy of scale to take advantage of, OR any existing infrastructure.
