Did anyone take advantage of this opportunity?
The majority of shares are being held by institutions.
The company is heading towards profitability.

Well I see no one took advantage of this opportunity of a stock prepping for lift off. The director just picked up about 5k shares.
can you explain in short , how do you find those stock that are about to jump ?
am trying to figure that out ...
RSI is at 39.58

A few things...
Use a stock screener and filter by RSI start by find RSI under 15 and look for stocks with volumes over 200,000k even better if they're over 500k.
If the RSI actually made it this low with volume look for bad news, if you find no bad news there could be a buying opportunity since people are selling on emotion.
Then jump to RSI under 30 and do research, there's bound to be a stock with a low but increasing RSI you can jump onto.
More often than not, stocks with such a low RSI bounce back sharply.
RSI is the first thing I look for on a chart.
Then unusual volume is an indicator...
There may be a stock that has typical 200k share volume and then out of nowhere the price doesn't fluctuate but there's a higher than usual volume like 400k 800k 2m 4m etc...
Unusual volume is a key indicator for incoming verticality.
Exponential Moving Average crossover, 100 day EMA crossover means you missed the shuttle but still have an opportunity to grow. I usually create a ridiculous looking chart with 20,40,60,80,100,120,140,160,180,200 EMAs to get a visual representation of what could happen.
Awesome oscillator as ridiculous as it sounds is what I use when shorting stocks.
But RSI is the best "gamble."
