Get an FFL and middle man between small brick and mortars and wholesalers. A lot of small shops are too small for wholesalers to care about, and they tend to do flat mark-ups (10% over cost) so actual price doesnt matter much to them
Ammo is a huge money maker if you have the capital to get into it. For example you would be making around 9 cents a round for 9mm right now if you had put in a blanket order Jan of 15
Stay far away from surplus crap. It has extreme margins yes, but when your 8 conex boxes from Bulgaria arrive 40-60% of the product is unsellable and goes in the dumpster. It ends up being massive amounts of work for barely above wholesale/dealer margin

Your big 4 US wholesalers will all do order under 1 million rounds (which is roughly 4 pallets) order over 1 million rounds would go direct with the manufacturers usually. For example Black Hills will do direct orders for 500k rounds. Speer (Speer, CCI, Lawman, a few other brands) wont do direct orders for under 3 million rounds. Remington and Winchester both do direct orders starting at 1 million.
If you go surplus AIM is a decent choice even over the wholesalers. Lake City for NATO calibers does not ship surplus unless they have a blanket PO covering 20 million rounds or more though you can buy direct from them in small quantities if you pay "retail" pricing

RGR actually preforms better in the market, but the massive risk is if there is a shift in the market that takes the "scare" away. IE, Trump winning in fall, a major SCOTUS ruling, etc. You could see 3/4 of your investment gone overnight.
Stock prices arent the way they are for any logical reasons. S&W is historically a $4.50 stock
