There are ads and there is procuring.

The difference is that advertisers don't accept payment on behalf of the whores. The business you described in the OP does.

Of course you could remove the contract element and just have a website with classified ads/whore profiles and ratings/reviews. But there's already a gazillion of those, so I don't understand how yours would be any different than something like:
