- 18 years internet marketing experience.

Or places/forums relevant to whatever your biz idea is about.
But I doubt you'll hook anyone without describing your idea, if you are looking for a biz partner first and foremost. Otherwise hang out in a tech community somewhere and figure out who is bullshit free and able to deliver. Assuming you want a tech partner.
