I make good money, but I have no energy or motivation to learn the stock market / seek out investments, I'd rather spend that time increasing my monthly liquid earnings.

I have something similar but I have only 10% in US bond market, and am largely weighted to small cap value & have REIT index.
Reason for REIT index is because my parents own house and plan to live with parents to save money so I don't have real estate exposure.
My REIT & Bond market (which take up 10% each) take priority and go into my Roth IRA for tax purposes.

the problem with a cd is the percentage is pretty shit. Its basically putting all your money in for 5%. It used to be way higher i think around 2000-2006 before the market took a shit. Learned the stock market has been a hard journey for me and boy have i gotten burned at a large scale. Honestly their wont be any good way to invest your money safely. You give your money to a hedge fund and they will invest it not much smarter than you can. And when the shit hits the fan you are fucked and it will hit the shit sooner than later
