I have a basic understanding of CSS and HTML... is that enough to start making some money off places like Craigslist? I can build a basic website. I know linking to different areas of the same web page. I can create multiple web pages and make them accessible from the same navigation bar etc etc...

Right now CSS and HTML are the extent of my knowledge but I am also beginning Javascript and will move onto PHP afterwards, with the eventual goal of creating Android apps...

But I am in desperate need of money...

at this point, if my grandmother wanted a website she would just fuck off to wordpress. That sector is dead, unless you are working on some kind of worldclass project for your OWN benifit to market your OWN business... and dont want to pay some shmow to do for you.
You best bet is to find ignorrant shop owners who need a website and dont know how to interwebz works at all.
